A quick heads up: I published an article in War on the Rocks on the effect that Russian domestic politics have on U.S. sanctions on Russia. New prospects are likely in response to a several Russian actions, including detaining Ukrainian ships and crew in the Kerch Straits, supporting elections in the Donetsk and Luhansk People’s Republics 3 the Russian-backed separatist territories in eastern Ukraine , and continued fallout from the nerve agent poisoning of Sergey Skripal in Britain.
The article argues that sanctions have failed to induce a change in Russia’s foreign policy. I argue that continued elite and public support for Putin’s foreign policy – make it unlikely that sanctions will succeed without changes inside Russia that the U.S. and E.U. cannot really influence.
